Experience of the Slovak Republic: energy efficiency and the use of renewables

On December 3, 2015, the second seminar was held within framework of the project “Building Capacities for Reform of the Energy Sector in Ukraine.” The project is implemented by the Research Center of the Slovak Foreign Policy Association and the Centre for Global Studies “Strategy XXI” (Ukraine) and supported by the SlovakAid and Visegrad Fund.

Main trends in Energy Policy of Slovakia

Seminar was officially opened by the president of the Centre for Global Studies “Strategy XXI” Mykhailo Gonchar who introduced Karel Hirman, one of the leading energy experts in Slovakia as well as the agenda of the seminar.

The head expert of the project and the director of the Research Center of the Slovak Foreign Policy Association Alexander Duleba also welcomed the participants and informed them about the upcoming activities and the role of Slovakia in supporting Ukraine within the framework of Visegrad Group in the field of energy efficiency.

Following the agreement between V4 countries, defining each country’s roles and responsibilities when it comes to the sectoral focus of assistance to Ukraine, and Slovakia’s focus on energy efficiency, Soňa Krajčová, the First Secretary of the Slovak Embassy to Ukraine also addressed the participants. She briefly spoke about activities of the Embassy in supporting reforms in Ukraine and opportunities for financing of projects within the SlovakAid framework.

Karel Hirman, currently ELENA project manager and former adviser on energy issues to the 2010–2012 Prime Minister of Slovakia presented the Slovak experience in the field of development of national legislation on energy efficiency in line with European directives and regulations, assessed individual goals within the framework of the EU Program “20–20–20” until, how the energy sector worked before and after the implementation of energy efficiency projects. Modernization of the central heating systems, modernization/insulation in buildings, public lighting system, urban engineering solutions for buildings, standards on insulating buildings, standardization, regulation of lasing capacities, planning and programs on municipal energy at national and local level were also among the topics of presentations and discussions.

The audience got information also on implemented energy efficiency projects in Slovakia, supporting programs of the EU and the national government through detailed.

Qualified expert and his presentations delivered in Russian provided maximum space for intensive communication with the audience.

Many questions about the practical aspects of the implementation of various projects were answered.

Representatives of ministries and government agencies expressed their interest in the peculiarities of legal regulation of energy resources utilization, specific issues in individual projects and technical solutions.
