Ongoing process to quasi-peace should be followed by official statements on the current situation and development of a comprehensive strategy toward future activities. The later depends heavily on what might be officially sead with regard to Crimea nd Donbass. Should Ukraine follow the strategy to return occupied territories, they have to be officially recognized as those with correspondent limitation of all kind cooperation. If not, Ukrainian officials should openly say about absence of plans and desire to work on regaining territorial integrity. 

Civil society activities can not replace the state in security and foreign policy making, as it did by modernization of national armed forces.
