"Ukraine, in view of the low level of these security objectives, actually fulfills them. It has already executed 50% and is able to fulfill them fully by 2020. But does it satisfy Ukraine's interests in the security sphere? Definitely - no. After all, a source of threats - the Russian Federation - is called neither by this document nor by other documents regarding the Eastern Partnership. And if you do not identify the source, it is very difficult to take measures to counter these threats", Martyniuk said, commenting on the document "Eastern Partnership - 20 Deliverables for 2020" developed by the European Union.
According to him, the developed document does not include the objectives of the partner countries, but reflects the goal of the whole EU - security and stability on the eastern border.
The expert recalled that in 7 years after the launch of the Eastern Partnership Initiative, the European Union finally decided to fill this format of cooperation with a specific content by approving in December 2016 the document "Eastern Partnership - 20 Deliverables for 2020", one of the deliverables of which concerns exclusively security.
"Initially, the section "Security" in this document was called "Resilience and security of civilians". And only in the revised version in June 2017, they simply called this section "Security" and made it, in my opinion, more ambitious, since it also included hybrid threats", Martyniuk said.
At the same time, he draws attention to the fact that the Eastern Partnership in the sense of security is like a "rainbow": "Of the six countries of the Eastern Partnership there is a country belonging to the Union State of Russia and Belarus, there are members of the CSTO, the CIS, the Eurasian Union, there are countries considered to be potential candidates for NATO membership and countries that have declared their membership in the European Union in the future". That is why the European Union had a hard task, how in one joint document to write out achievements that can be really achieved in 4 years.
