The meeting of the highest Serbian security leaders was caused by general deterioration of security situation in the Western Balkans and complexity of relations between Belgrade and Pristina (Kosovo). It was especially noticeable after the new initiatives and requirements of Albanians to interrupt the Brussels dialogue. So Belgrade has marked two components of the security situation in the Balkans: Kosovo and regional ones.
In the Kosovo issue Serbia is concerned about the call of the Kosovo Parliament to interrupt the dialogue which is regularly held in Brussels with the mediation of the EU. The reason of Pristina's call to interrupt the Brussels dialogue is detention of one of the leaders of the Kosovo Albanians Ramush Haradinaj in France in January 2017. And almost simultaneous attempt of provocation with the use of the Serbian train that was headed to the North of Kosovo and was painted with slogans "Kosovo is Serbia".
So, the interruption of the dialogue between Belgrade and Pristina with the mediation of the EU is one of the red lines for Serbian leadership.
One more red line for Belgrade is the creation of the army of Kosovo, as it will mean actual confirmation of self-proclaimed in 2008 independence of Kosovo.
In regional dimension, the National Security Council of Serbia stated that "the situation in the region is turbulent and complex." The main reason for this is called the danger of the spread of political crises inside some Western Balkan countries.
Maintaining political stability is especially important for Serbia on the eve of another presidential elections, which will take place on April, 2, 2017. That's why the National Security Council of Serbia determined the main task for all Serbian state authorities - "not to allow any distribution of political and other crises on the territory of the Republic of Serbia".
In fact, the Serbian leadership is committed in a certain way to isolate Serbia from any influence from other countries of the Western Balkans in order to prevent the spread of existing there negative trends on Serbian territory.
