In his speech at the discussion panel on the issue of energy security, M. Gonchar said that the European Union and Ukraine are tied with an energy legislation developed by the EU, which Ukraine has been now implementing in the course of reforms. It is important by that that the EU itself respected the provisions of the Third energy package and avoided to prefer bilateral ties with Russia to realization of a strongly integrated EU common energy market and associate relations with Ukraine. The date of October 28, 2016, when the European Commission adopted a decision in favor of "Gazprom" on the possibility of maximizing the use of OPAL gas pipeline, symbolizes "clinical death" of the EU. The EU institution worked to the benefit of the country that is not a member state of the EU and to the detriment of the member state - Poland and the Association partner of the EU - Ukraine. "Promotion of the "Nord stream II" as a "economically-motivated project" is part of the massive Russian propaganda and hybrid war against Europe. In the European Union, there is an urgent need for de-schroederization of european policy in order to ensure energy and political security in Europe" M. Gonchar said.

By his turn, Mr. Cazzulani proposed to relaunch the European Dream and revitalize the project of Intermarium to respond to the disaffection of European citizens towards European Institutions and the European Project as a whole. "Poland has a unique opportunity to lead an alliance of EU member states of Central Eastern Europe, from the Baltic States to the East Coast of the Adriatic Sea, that might balance the hegemony of Germany and France within the European Union, and create a more equal Europe that people might trust in so doing. The Intermarium should also lead European countries that do not belong to the European Union, such as Ukraine and Moldova, to both meet European standards in terms of economy, welfare and social rights and become core members of the big European Family" Mr. Cazzulani said.

An important event of the Forum was presentation of the book "Russia, Ukraine and we" by Alexander Duleba, the Head of the Research Centre of the Slovak Foreign Policy Association, a long run partner of the Ukrainian centers "Strategy XXI" and "NOMOS". A. Duleba focused on the fact that the EU has developed and expanded for three decades, because it was attractive to Europeans. The EU admitted countries, which got rid of the fascist regimes - Spain and Portugal, the post-Communist countries of Central Europe, Balkan countries are next in turn. The expansion of the European dream to the East was stopped by Russian aggression against Ukraine. It is an existential challenge for the EU.
