Biography:
Has more than 25 years experience in the energy field. For the last 14 years he worked as a deputy head of the natural gas transit and supply department as well as on the other positions in the team of Naftogaz of Ukraine. The scope of activity included the preparation and maintenance of contracts, agreements, participation in negotiations on conditions of transit and import of natural gas.
Developed an alternative project of the CIS agreement on transit of energy resources by pipeline, which took into account Ukraine's international obligations, in particular in accordance with the European Energy Charter and the terms of the Energy Community Treaty. Subsequently, he presented this draft agreement at international negotiations as the official position of the Ukrainian side.
Participated in the delegation of Ukraine in the negotiations on the Association Agreement Ukraine-EU (AA). As part of this work, he prepared and defended the need to incorporate in the Agreement provisions that would contribute to the effective use of Ukrainian gas infrastructure, improvement of gas import conditions, coordination the development of gas transportation routes, and provide the cooperation and common policy of Ukraine and EU on the reliability and security of energy supplies. Certain proposals for cooperation in the area of infrastructure use have become part of the AA (Article 274).
Prior to joining Naftogaz in 2002, he worked in state and non-governmental institutions where he was involved in energy issues of large metallurgical and chemical enterprises, development of balanced energy consumption, work programs for improving energy consumption. In that period, he joined the creation of the database of operational accounting of consumption and payments for gas and electricity. Participated in the preparation of the Law of Ukraine on metrology, the development and implementation of a work program for the establishment of metrology centers and the implementation of the precise methods for measuring oil and petroleum products.
Author / co-author of several publications and articles on market development, transportation and storage of gas, indexing of gas prices, which were published in the Ukrainian professional (B2B) magazine “Naftova i hazova promyslovistʹ”, “Oil & Gas Industry of Ukraine”, the journal “Visnyk natsionalʹnoyi hazovoyi spilky”, the newspaper "Holos Ukrainy". Participated in many international conferences organized by Naftogaz of Ukraine, Argus, Platts, BBSPA, CEER / ENTSOG, Confidence Energy (Kyiv, Vienna, London, Brussels), where he delivered presentations on trade and gas transportation issues.
