Energy blockade of Lugansk region: risks of the late decision

The decision to terminate electricity supply to the occupied parts of the Luhansk and Donetsk regions should have been taken by Ukraine after the expiry of the Minsk agreements — on December 31, 2015. And, in fact, it should have been done before — after the "Minsk-2", i.e. in February 2015. After all, according to the logic of war, the aggressor has to pay the maximum price for its aggression and for the occupied territory. This opinion was expressed by Mykhailo Gonchar, the president of the Centre for Global Studies “Strategy XXI”, in the article on UNIAN.
