According to expert`s view, this kind of reform conforms to European approaches, but as made in Ukraine now it looks absurd. Because it increases the burden on end-users and satisfies the  appetites of the oblgazs (regional gas administrations), controlled as before by a group of oligarchs.

“"In addition, it violates Article 269 of Association Agreement, which provides: “Where the price, at which gas and electricity are sold on the domestic market, is regulated, the Party concerned shall ensure that the methodology underlying the calculation of the regulated price is published prior to the entry into force of the regulated price”…And only after that the regulator may decide to put them into action. But not once, not in a hurry. For example, in the new year period ", - said Gonchar.

"When you set a new tax in the form of a license fee, there is no place for absurd situation, when delivery of the product is several times higher than the product itself. And especially when the consumer does not consume gas, but has to pay because he has placed on a meter and pipe. Moreover, if the pipe is made in rural areas at the expense of the consumer.

Expenses for maintenance and repairs should be provided, but correspond to actual costs, rather than be a mechanism of stuffing money into private pockets, which, moreover, are funneled in the offshore, - said Mykhailo Gonchar.
