His famous statement "America first" means that all the steps he directs to make America great. And this distinguishes his approach from Obama's one, because Obama paid more attention to "world peace", sometimes even losing some points important for the interests of the United States. That is, he (Obama – Ed.) focused on the "world peace".
Trump stresses more on the fact that America should be, first and foremost, safe, energy-powerful, world leader, etc.
However, Trump also claims that America will try to achieve "world peace". However, (this can be seen in his latest speech) he says that peace must be maintained through the strength, the power of the United States. And these are, according to him, the priorities of the foreign policy of the United States.
In fact, he reflected something in his statements that has been already happening. He initiated the increase of the US military budget by 54 billion dollars, so that's a plus 9% to the budget that was approved.
What does Trump plan to spend these additional funds for? He announced this in the Congress, too. He plans to spend these funds on modernization of the US Armed Forces, on new equipment, new weapons, better equipment of American soldiers.
I mentioned about Trump's and the Republicans' platform. And there was criticism of Obama in those platforms, when the Armed Forces were insufficiently funded and poorly equipped. Trump stresses on build-up of US military strength. And, based on this strong position, he will conduct his foreign policy both in negotiations with other countries, and in resolving conflicts. But he has always underlined that the interests of the United States will stand in the first place.
We still don't know what will be Trump's policy in the end. But for those of his statements, decrees, speeches which he makes, we can say the following. Trump will try to establish a dialogue between the US and Russia. However, he will come to this dialogue from a position of power. Including a position of military strength.
In any case, Trump's team, as it is seen, will not, or even will not be able to, make Ukraine ‘a bargaining chip’, as it sometimes sounds. Because the platform of the Republican party clearly indicates that sanctions can be lifted after the restoration of the territorial integrity of Ukraine. Whatever significant would be the leverage of the President of the United States, the parliamentary leverage of the political system of the United States will not allow Trump to ignore this postulate.
On my opinion, it will be an attempt to restore relations with the Russian Federation, to establish normal communication. But this dialogue, due to current Putin's policies, is doomed to failure, because the Kremlin does not adhere to the reached agreements and does not deviate from its aggressive plans.
