However, the independent experts do not consider memorandum as a "great step forward" in cooperation between Kyiv and Brussels in the energy sector. After signing the memorandum with Ukraine, the European side came out with their own interests, as told Mykhailo Gonchar, expert on energy securityto  Radio Svoboda.

"The Memorandum is not a legally binding document. It means that we continue to " run in a circle" as we already have legally binding documents, among them - the Energy Community Treaty and the Association Agreement between Ukraine and the EU.

And then just the double standard of the EU turns. On the one hand, we hear a lot: Declaration of strategy of relations with Ukraine in the energy sector, on the other - Brussels is trying to operate in the energy sphere, ignoring the interests of Ukraine ", - said the expert. In this context, among other things, the Commission authorized permission for the Russian Gazprom to expand the use of "Opal" gas pipeline that harms the Ukrainian side, said Gonchar.
