"The Memorandum is not a legally binding document. It means that we continue to " run in a circle" as we already have legally binding documents, among them - the Energy Community Treaty and the Association Agreement between Ukraine and the EU.

In this context, among other things, the Commission authorized permission for the Russian Gazprom to expand the use of "Opal" gas pipeline that harms the Ukrainian side, said Gonchar.
