One of the key goals of the state for today is a creation of conditions to ensure as fast as possible and complex reform of energy intensive spheres and sectors, in particular, private households, public utilities and transport. The state should in particular work on and enact legislative background and introduce programs to support energy efficiency and savings by simultaneous rejection of tariff populism and gradual decrease in subsidizing with its replacement by monetized help and bounding it to concrete improvements in terms of reduced energy consumption. At the same time it is very important to cover maximum consumers with metering systems.
