Russia state establishment has communication channels established with main terrorist groups in the Middle East and Central Asia including Al Qaeda and ISIL that Kremlin may use for coordination efforts toward foreign and internal policy goals. Through this channels Moscow provides outflow of radical elements from Russia to local conflict zones abroad to minimize internal risks concerned Muslims in the country.
