The Center for Army, Conversion and Disarmament Studies (CACDS) offers you a new, 23rd issue of the Bulletin "Challenges and Risks" (2016), which covers the period from 1 to 15 December of 2016. Security review No. 23 of CACDS is focused on the risks in the political sphere of Ukraine, in particular, on the possibility of using by Russia the situation around the significant reduction of confidence in the current government as from the Ukrainian people as well as from Western partners. In addition, CACDS analyzes events in the international arena that have direct impact on the development of Ukraine. The analysis of the development of the Navy of the Russian Federation (part two) is also presented to readers. CACDS also offers brief overviews of developments in neighbouring States – Poland and Moldova; analysis on major international space project with participation of Ukraine and related risks to this project. As before, the analysts of "Challenges and Risks" No. 23 continue detailed analysis of the progress of reforms in the defense sector of Ukraine.
